Microsoft will not stop anyone from performing manual installs of Windows 11. If your PC does not mean the official requirements, you will simply have to perform a clean install of Windows 11 manually, rather than through an official Windows Update.

This will be particularly useful for PCs with 6th and 7th Generation Intel Processors, which only narrowly fail the official Windows 11 requirements.
